I launced out of the DNR Thunder Bay launch today. Got there and there were no pencils at the payment box. Usually, I have a pen or pencil in the truck, so it's generally no issue. Pretty common to find an DNR box with nothing to write with there. Well, today I had no pen or pencil in the truck. Since I drove 50 miles to fish, I put my money in the envelope, took the receipt tag, and went fishing. Came back to a ticket on my vehicle from the Alpena PD for failure to pay the launch fee, which is a violation of a local ordinance. BUT, I paid my fee. There was a notation on the bottom with an asterisk that noted &quot;failure to fill out form&quot;??????    NOWHERE does any sign say that you are required to fill it out, just to pay the money. <br />

Luckily, I saw a police car driving around in the marina next door and hi-tailed it over to him to confront him about the ticket. Yep, that was the officer who wrote the ticket. He explained that there is a rash of people just putting the receipt portion on their dash without paying and they have no access to the DNR box to verify payment. I can see his point. BUT, it doesn't even matter if you fill it out. You can still put the filled out receipt on your dash without dropping a payment in the box. After I told him I took pictures of all the signs and the payment station with no writing instruments, he took my info and said he would verify payment with the DNR and void the ticket if payment was verified. Excuse my language, but what is this bull-bleep? You just ASSUME payment wasn't made with no way of verifying, then expect the person to go to court to prove themselves innocent?  I'm sorry, but our country and court system doesn't work that way!!!!!!!!!!!!!  Innocent until proven guilty, not guilty until proven innocent. If I wouldn't have found that officer, I would have had to take a day to go to court, show my pictures, plead my case, and hope for a judge that isn't crooked. Nice system there!!!</div>

			<content:encoded><![CDATA[<div>My Mother has been battling leukemia (AML) since December.  She had to undergo a 2nd bone marrow transplant last Tuesday and by Tuesday night was in septic shock due to a bacterial infection.  She has been in the MICU of DMC since.  The infection did a real number and with no immune system at the moment it's been a rocky week.  She is in acute renal (kidney) failure and they are going to insert the dialysis catheter in an hour or so.  Her chances of coming out of this are very slim.<br />
<br />
The hope is that the dialysis will be able to take care of what her kidneys and liver are failing to do and allow us time to see if her new marrow will graph and the staph infection can be resolved.  <br />
<br />
She is currently on a respirator and is more or less out of it due to everything going on in her body.  <br />
<br />
She's only 64... We lost my father to Kindney Cancer 2 years ago tomorrow.  <br />
<br />
May isn't turning into one of my favorite months.  <br />
<br />
We pray that by the grace of god she can be one of the statistical out layers and beat the odds... Every prayer helps.</div>

 Soooooooo, what is the actual DNR requirement and officers stance for paying the launch fee? Does any statute state the form MUST be filled out? All of it? Or what?  Generally, I just put my vehicle plate number and the time I launch(for safety reasons). Am I a habitual offender? <br />
<br />
 Shouldn't this be more of a DNR issue where a DNR officer issues the ticket or refers it to Alpena, rather than Alpena taking the presumption of guilt?<br />
<br />
 If Alpena really wants, I'll take my money I spend in town there up to Rogers city!</div>

I'm heading up to port hope memorial weekend and wouldn't mind getting into a few lakers or steelies. Unfortunately I don't have riggers on my 620. Is there a way to get them without riggers in shallower water?  I am a Walleye, small mouth guy, totally clueless when it comes to cold water trout/salmon so you don't have to worry about me taking any 20 fish bags. Just something to try. Any info is greatly appreciated and if you get down state at all I always know where the eyes and smallies are. If you would be so kind to help a newbie out or want to get out for a ride with me on my boat at all next weekend, i'm willing to trade a trip for some knowledge. <br />

Set lines at 5:30 on a NNW troll in 100 FOW &amp; began the morning with a nice 14lb king at 5:45 that hit a standard sized Moonshine bullseye spoon on a SWR 45' down over 125FOW.<br />
 <br />
2nd  king arrived at 6:00 on a magnum sized Moonshine flounder pounder on a rigger 65' down in 120 FOW.<br />
 <br />
3rd king was boxed at 6:15 again on the rigger with the magnum Moonshine flounder pounder 65 down/120 FOW.<br />
 <br />
4th fish was a jack that deeply inhaled a standard sized Moonshine flounder pounder off a free slider rig in 120FOW that couldn't be relesased.<br />
 <br />
Released a jack that hit mag Moonshine bloody nose on a 2 color with a 2 oz snap weight from an inline board in 125 FOW.<br />
 <br />
Last fish was a 6lb king at 9:00 that hit mag blue dolphin on a SWR 55 down in 130 FOW.<br />
 <br />
First 3 fish all decided to run into the diver rod making the fight a bit more interesting.<br />
 <br />
50 degree surface temp &amp; 44 degrees 65' down in 115-130 FOW.<br />
<br />
All 5 fish were females &amp; the 4 larger fish all had a couple of 3&quot;-4&quot; bait in their bellies.<br />

I went our after work Thursday  for an hour to see if the perch had shown up yet in Waukegan out in lake Michigan. A bud and I landed 14 jumbos. I caught 8 with one touching the rule at 14 1/4&quot; and another at 13 3/4&quot;. He fished perch Friday and today limiting out both days with two man limits (30 fish) each day.<br />

I went after salmon on my boat Friday and Saterday mornings and went 35 for 47 with 12 Kings and 23 Coho's. Kings up to 16 lbs and Coho up to 3 LBS. Rigger's, dipsy's, and 1/2 cores all worked. Spoons and paddles and flies were the ticket. Goog Fishin!<br />

It's in good shape and was an expensive grill in its' day. The entire bottom was a mouse nest and it was nasty to say the least. I've cleaned it out but I'm not sure it's safe to use. Is there some way to disinfect it?</div>
